In general when Srila Prabhupada was speaking publicly, he steered clear of criticism of governments and governmental politics. Relegating most government laws to higher powers, like those of Krishna, he would intimate that we are often subject to these laws and  have little, if any, recourse  to changing them. However, on some occasions he said that state  governments have duties to  religions.
